Senior Advisor P.Tsagaan Meets With the USAID Representatives


On August 25, 2010, Senior Advisor to the President P. Tsagaan met with a team of experts redesigning the five year strategy for the USAID in Mongolia. The team is composed of members of an American consulting firm, ADR Inc., and political science experts from Mongolia and abroad. The team has gathered in Ulaanbaatar for the purpose of assessing the current stage of democracy and economy in Mongolia, upon the result of which, the USAID would determine its 2011-2016 strategy of development for Mongolia.

Advisor P. Tsagaan emphasized that “Compared with countries which are also in a transitional stage from Communism to Democracy, Mongolia has done quite well in the past twenty years. Such an achievement would not have been possible if it were not for the cooperation and support of various international organizations, such as the USAID. The most practical assistance that the USAID could provide us is financial support and investment in capacity building.”

“In order for Mongolia to become a truly democratic country, various sectors need structural and regulatory reforms. For instance, judicial reform needs to be strengthened, and Government administration ought to be reformed. The Government has to formulate and put in practice developmental policy for Mongolian citizens, in order to increase the number of those who have the capability to compete at international levels. Aiding Mongolia in the sectors above would be of great significance in our country’s development,” the Advisor said.

At the end of the meeting, Advisor P. Tsagaan stressed: “Increasing the level of education and competitiveness is one of the key factors to develop Mongolia, thus, my suggestion is for the USAID is to concentrate on increasing the level of education of the people of Mongolia, and teach them the methods of conducting different types of researches /i.e., identifying level of competitiveness in various sectors/. That way, the investment coming from the USAID would become sustainable and intellectual.”
